		<description><![CDATA[<p>Second post of the day for political anoraks&#8230; and possibly rather useful for new, and not so new MPs. I had a very interesting chat today with a clerk in the Public Bills Office and, after nearly seven years in this place, found out all sorts of things I didn&#8217;t know about Private Members&#8217; Bills. So &#8211; for those of you who need to know, and those of you who just have a bizarre and rather sad fascination with such stuff&#8230;. The 2012 equivalent of a 15 year old William Hague reading Hansard with a torch under the bedcovers. (Yes Rida, I mean you!)</p>
<p>There are three ways in which backbenchers can introduce a Private Members&#8217; Bill. Well, two, but one has a faststream as well as a normal route, so that makes three. Imagine it&#8217;s May 9th 2012 and we&#8217;ve just had the Queen&#8217;s Speech: we don&#8217;t know it&#8217;s then, but it&#8217;s rumoured it will be, and it&#8217;s also rumoured that Sir George Young, the Leader of the House, will &#8230;</p>]]></description>

		<description><![CDATA[<p>Some people have asked me on Twitter what happened at today&#8217;s voting on the Welfare Reform Bill, when the Government blocked Labour&#8217;s amendment on the benefit cap. I&#8217;ll try to explain&#8230;</p>
<p>When we deal with amendments in the Commons the Speaker and his clerks will meet the morning of the debate, look at all the amendments that have been tabled and come up with what&#8217;s called the Speaker&#8217;s Selection. We often don&#8217;t get this until just before the sitting, i.e. at the start of oral questions and an hour before the debate on the Bill could start. </p>
<p>Sometimes there are hundreds of amendments tabled. Today&#8217;s Selection was fairly simple. Some amendments were grouped under the heading &#8216;Employment Support Allowance&#8217;, some under the heading &#8216;Benefit Cap&#8217; and then there was a miscellaneous group. Not all amendments are selected for debate. Whoever has tabled the amendment that heads the group &#8211; i.e. the first one listed &#8211; gets to open the debate. The movers of the other amendments grouped with it then try to pile &#8230;</p>]]></description>

I&#8217;ve come to the conclusion the latter must be him, just checking the internet to make sure people are still lusting after him.</p>
<p>Another frequent search is &#8220;cos fashion&#8221;, ie people looking for the clothes store. That&#8217;s because I once quoted a line from &#8220;Do Nothing&#8221; by the Specials, &#8220;cos fashion is, my only culture&#8221;. I&#8217;ve just checked with the very helpful and somewhat addictive @GuardianStyle on Twitter to see whether it should be &#8217;cause, coz or cos &#8211; the answer is, &#8216;cos. 		<description><![CDATA[<p>The second of our Opposition Day debates today has just started, with Rachel Reeves speaking. I&#8217;ll be in the Chamber for some of it but I&#8217;m not planning on speaking. There is already a 6 minute time limit on backbench speeches, which will no doubt be cut further towards the end of the day. As someone who speaks quite a lot in parliament, I tend to be quite far down the pecking order to be called. I was last but one of the Labour speakers in the debate we&#8217;ve just had, and the only Labour speaker who was called after me was someone who&#8217;d missed part of the debate because he&#8217;d been taking part in an SI committee. So I probably wouldn&#8217;t get called in this debate which is already &#8220;full up&#8221;. My time is better spent in the office getting on with emails&#8230; but I will pop down for some of it later.</p>

Laura Sandys, the Tory MP for Thanet, gave a plug for her new &#8220;Ugly Food&#8221; campaign, which encourages the sale and consumption of wonky carrots, ugly spuds, deformed tomatoes. Its slogan, she declared, is &#8220;Tasty but Imperfect. Just Like You.&#8221;</p>
<p>In the Commons however, &#8220;you&#8221; always means whoever&#8217;s in the Speaker&#8217;s Chair. Dawn Primarolo gave Laura her best Mary Poppins &#8220;practically perfect in every way&#8221; look&#8230; Oops.</p>

		<description><![CDATA[<p>More of the usual nonsense from the Tory benches at DWP questions today on health and safety legislation. There were three planted questions on the Order Paper, all asking what steps the Secretary of State has taken to reduce the level of health and safety regulation affecting business. This is despite the welcome he gave in November to the report by Professor Ragnar Lofstedt, which concluded &#8220;there is no case for radically altering current health and safety legislation&#8221; and that &#8220;the existing regulatory arrangements are broadly right&#8221;. IDS somewhat gave the game away &#8211; ie it&#8217;s all about scaremongering and pandering to the tabloids who peddle &#8216;elf and safety stories of dubious authenticity &#8211; in his answer to Tobias Ellwood, who had a mini-rant about schools chopping down trees in case children climbed them and teachers not being able to change lightbulbs until they&#8217;d been on the climbing a six foot ladder training course. IDS responded that such stories resulted from over-zealous interpretation of health and safety principles, and usually &#8230;</p>]]></description>

At 2.30pm it&#8217;s Work and Pensions questions, then at 3.30pm Chuka Umunna is asking an Urgent Question about executive pay, obviously with something to say about RBS bonuses. After that, at 4pm-ish, we&#8217;re into the first of today&#8217;s two Opposition Day debates, both on motions tabled by Labour.</p>
<p>I&#8217;m hoping to speak in the first debate, on Food Poverty. The motion we&#8217;ve tabled is this:</p>
<p>&#8220;This House notes that food prices rose by more than 4% over the last year and that more families are relying on foodbanks; expresses its dismay at Government delays to the Groceries Code Adjudicator and that the Government has rejected BIS and Efra select committee recommendations to give it teeth; and therefore calls on the Government to bring forward proposals for the Groceries Code Adjudicator early in the next Parliament to ensure fairness across the food supply chain; believes that the Adjudicator should have the power to penalise retailers for unfair practices and that &#8230;</p>]]></description>

		<description><![CDATA[<p>Last year I rather upset Tory MP for Hove Mike Weatherley by being less than enthusiastic about the Rock the House competition he was organising amongst MPs to promote live music and intellectual property rights, with the winner playing live in the House of Commons. The contest last year was won by a band called Angry Vs the Bear. I&#8217;m not sure who chose them; it was a panel put together by the organisers.</p>
<p>This year, in recognition of the Live Music Bill and the fact that it&#8217;s all well-intentioned and Bristol has a thriving live music scene &#8211; <a href="http://www.bristol247.com/2012/01/22/short-film-documentary-showcases-bristol-as-a-city-of-sound-43027/">as the documentary plugged in this piece on Bristol 24/7 shows</a> &#8211; I have decided to stop being a spoilsport and to take part. (In fact Bristol lays claim to having more live musicians per capita than anywhere else in the UK). I&#8217;ll be putting out a plea in the local press this week for bands to contact me. They can&#8217;t have a record contract, I think that&#8217;s more or less the &#8230;</p>]]></description>

		<description><![CDATA[<p>Professor Higgins has been back in touch&#8230; In response to his/ her first email I sent a rather flippant reply: &#8220;I’m sorry, but I’m from Luton. That’s how people talk! Do you really think we should all sound like Jacob Rees-Mogg?&#8221; and got this back:</p>
<p>&#8220;You are confusing accent with diction. There is nothing wrong with the former, lack of attention to the latter is just laziness. It cannot be excused, especially in your case, by lack of education.&#8221;</p>
<p>Well that&#8217;s told me. I&#8217;m not sure he/ she is right though&#8230; Surely some accents are defined by the fact speakers drop various letters, as well as pronouncing certain vowels/ consonants in a particular way? Isn&#8217;t, say, Estuary English an accent just the same as Scouse or Brummie or Geordie accents are? Would Professor Higgins pull up a Geordie for poor diction too, or would the Prof just accept that&#8217;s the way they speak up there?</p>

		<description><![CDATA[<p>Bristol folk will be familiar with Dave Wood from the RMT, who writes for and to the paper about local transport issues. Here&#8217;s an extract from his latest email to me, which was a letter intended for publication. I&#8217;m not sure if it&#8217;s was published. He emailed it round to a group of local politicians and got a rather stroppy response from one of the senior Somerset councillors, who insists an ITA isn&#8217;t needed. He said we&#8217;re only bringing this up in Bristol because we&#8217;ve got elections this year. We haven&#8217;t! For the record, if it needs to be said again, I totally support calls for an ITA. I&#8217;ve been saying it for seven years, since I got elected.</p>
<p>&#8220;At a rail meeting in committe room 15 the Council House [last night], repeated calls were made for the four local authorities in the Bristol area to set up a Integrated Transport Authority ( ITA ) or at least take on the equivalent set of powers. 		<description><![CDATA[<p>I&#8217;ve been trying to watch the Danish political drama &#8220;Borgen&#8221; because so many people have been raving about it. I&#8217;m not, I confess, very good at watching programmes with subtitles. I forget I have to pay attention to the screen, and find myself wandering over to the kitchen area to make a drink, or thinking I&#8217;ll just put the washing on to dry, or wondering what&#8217;s in that unopened envelope on the table, or checking my phone, and then realising that I don&#8217;t understand Danish and can&#8217;t follow it without giving it my undivided attention. I am the worst person to watch films with, as I can never just sit there and get into it. I have to be doing something else too. The number of times I have been forced to watch &#8220;Paris, Texas&#8221; or one of those &#8216;Three Colours&#8217; films and never made it past the first ten minutes. Nothing happens! Give me something to read while I wait for it to liven up!</p>

		<description><![CDATA[<p>A story featuring local charity HorseWorld &#8211; which is literally yards outside my constituency, where the houses stop and the countryside starts - has made the national press.</p>
<p>It was in the <a href="http://www.dailymail.co.uk/news/article-2089513/Anger-MoD-admits-vets-routinely-physically-healthy-war-horses-temperament.html">Daily Mail</a> yesterday, and has been in other papers too. It follows on from a parliamentary Q asked by shadow Defence minister Kevan Jones, which shows that some army horses have been destroyed because their &#8216;temperament&#8217; was wrong. The comments, as ever, make entertaining reading, with some readers outraged that HorseWorld &#8211; which rescues, rehabilitates and rehomes horses, donkeys and ponies who have been abandoned, neglected or ill-treated - even exists. &#8220;We used to kill grumpy mammoths for rampaging through stone age camps&#8221; says one reader.</p>

		<description><![CDATA[<p>I&#8217;m in the constituency office, after a morning out campaigning in Stockwood, catching up on paperwork and emails as I didn&#8217;t get a chance yesterday. I was on Week in Westminster today with Jacob Rees-Mogg talking about the role of social media (well, mostly Twitter) in promoting political causes and allowing MPs to engage with the public. Following that appearance this email has arrived in my inbox, from someone I don&#8217;t think I know&#8230;.</p>
<p>Dear Kerry,</p>
<p>I have just heard your interview on Radio 4 and it is no wonder to me that some children  cannot speak properly when they hear people who should know better failing to recognise the letter &#8216;g&#8217; at the end of words like &#8220;speaking&#8221; or &#8220;voting&#8221;. You can do better than this, surely?</p>

		<description><![CDATA[<p>The Live Bill, just to recap, removes the need for venues to get licences if a) they&#8217;re playing unamplified music or b) they&#8217;re playing amplified music in a venue that holds fewer than 200 people. And there&#8217;s something in there about morris-dancing too.</p>
<p>The best gig I ever went to was in a venue that probably didn&#8217;t hold many more than 200. It was at the Wendover Wellhead Inn, in Buckinghamshire. They put on some great bands there but we couldn&#8217;t usually go because there was no public transport from Luton and in the 1980s none of us had cars. But we managed to get over there to see Thin White Rope at some point in, I think-  <a href="http://mlcompton.blogspot.com/2009_08_01_archive.html">judging from this blogged tour diary I&#8217;ve just found</a> &#8211; in 1991.</p>

		<description><![CDATA[<p>So&#8230; the Daylight Saving Bill didn&#8217;t make it; it was talked out by a handful who opposed it. I don&#8217;t claim to understand the rules of cricket, but I think it&#8217;s roughly along the same lines. You can be winning, but not win in the end because you run out of time? Even though your numbers are higher than the other guys? Is that right?</p>
<p>The Live Music Bill, however, despite not being debated, went through on the nod. I think it was the only one of the 60 or so Private Members&#8217; Bills on the Order Paper today to get through. The others will be listed for another day, as will the Daylight Saving Bill, but again, most of them will be too far down the list to get a hearing. In fact many MPs asked for their Bills to be listed again &#8216;Friday next&#8217; when I don&#8217;t think the House is even sitting.</p>

		<description><![CDATA[<p>We&#8217;re voting now on a closure motion on the second group of amendments. That&#8217;s a motion to stop debating them. The Deputy Speaker was asked to grant a vote on closure about half an hour ago, but declined and allowed arch filibusterer David Nuttall to speak.</p>
<p>After the result of the closure vote &#8211; which is taking ages - we vote on the actual amendments, and Philip Davies, the Tory MP for Shipley, has said that if the SNP MPs whose amendment leads the group don&#8217;t push for a vote, then he&#8217;s going to push one of his amendments &#8211; which means another 15 minutes wasted.</p>
<p>The SNP, to be fair, have been quite reasonable. They oppose the Daylight Saving Bill and have made their concerns known in the debate, but they haven&#8217;t indulged in time-wasting. This is partly, I think, because SNP MP Pete Wishart (formerly of Runrig and now keyboard player in parliament&#8217;s MP4) is an avid supporter of the Live Music Bill and doesn&#8217;t want to delay getting to it. &#8230;</p>]]></description>

Badger killing trial is rigged &#8211; and useless</p>
<p>The Coalition Government says its culling trials will be science-led, but it has rigged the pilots from the start. It has chosen two areas “as the most suitable to pilot controlled shooting of badgers”. The next sentence claims the trial will be “part of a science-led policy” to control bovine tuberculosis (bTB).<br />
Any trial that takes place in a “carefully selected area” only, cannot possibly be science-led and would be useless if the methods were applied to other areas.</p>
<p>No exact whereabouts are given in the official announcement, nor in the Minister’s accompanying statement. Consequently it is difficult for the public, both lay and scientific , to verify any assertions about effectiveness. Furthermore, no indications have yet been provided of how the pilot trials will be adequately and independently monitored to ensure they are effective and humane. There &#8230;</p>]]></description>

		<description><![CDATA[<p>Sue Marsh and others have done an excellent job campaigning on disability issues, with their Spartacus report and efforts to persuade the Lords to amend the Welfare Reform Bill. They&#8217;ve used social media to do this very effectively. In fact I&#8217;m on the Week in Westminster, Radio 4, tomorrow, talking about it. Social media has been great in giving people who find it more difficult to access traditional channels (because of health issues, physical access, prejudice, etc) a voice, and we&#8217;re now seeing campaigners like Sue appearing on the mainstream media, e.g. Newsnight, too. <p>I&#8217;m sad to hear that Sue&#8217;s campaigning has had a negative impact on her health. <a href="http://labourlist.org/2012/01/so-how-am-i/?utm_source=LunchtimeList&#38;utm_campaign=7a9df87419-LunchtimeList_72311_22_2011&#38;utm_medium=email">Her post here on Labour List </a>illustrates exactly why the Government&#8217;s Work Capability Assessments are flawed, in that they often don&#8217;t take account of the highs and lows of people with fluctuating conditions. I&#8217;ve done a fair bit of work on this in the past, particularly on behalf of people with ME, as Action for ME is &#8230;</p>]]></description>

		<description><![CDATA[<p>Just as an aside&#8230;. You will have just heard the Deputy Speaker say &#8220;will the Serjeant inspect the Noe lobby&#8221; as he did at the end of the first vote. That&#8217;s because everyone&#8217;s finished voting in the Aye lobby, and the tellers have reported back the numbers, but it&#8217;s been 15 minutes or so and the Noes haven&#8217;t returned. Given that 122 people just voted Aye and only 10 voted Noe, you may wonder what kept them so long. The answer of course is that they&#8217;re using delaying tactics, trying to string things out for as long as possible. It&#8217;s a tactic that&#8217;s also used at the end of the day, when, say, one vote has been called at 9.42-ish and the whips don&#8217;t want another vote squeezed in before the 10pm cut-off.</p>
